These are the tools you would use to do this. Dremel style grinder, hex wrench, screw driver and adjustable wrench.

First loosen the 4 hex bolts so you can move handle in or out ward. Sit on your Scooter and find the best position for you. Then Tighten the hex bolts. You will notice the break and all the switches are not quite correct position. You need to rotate t

when you have left Hi/low beam switch apart, you see little dot that guide the switch to handle bar hole, you need to grind this dot off.

Dremwel would make this job very easy and fast. After grinding off this dot, you can rotate the switch to where ever you desire. Then loosen 2 8mm bolts to rotate break handle.
