Parking Brake Problems

I had to replace the rear tire this summer and replaced the rear brakes while I was at it. I've done hundreds of brake jobs over the years. The year brake seems to work fine but the parking brake doesn't work at all now. I've adjusted cable and even took the cable off and pumped the lever to no avail. I did replace the brake fluid and re-bled the system (it was old and brownish looking). Any ideas???
Just now starting to look at is as I bought a VTX 1800 and haven't ridden it for a couple months.
